Barry was born September 5, 1943, in Mechanicsburg, PA. His family later moved to the Dillsburg, PA area where he has resided for over 64 years. He is a 1961 graduate of Northern York County High School and in 1975 received an Associate Degree in Business from the Pennsylvania State University. He is a life member of the Penn State Alumni Association. He served with the Pennsylvania Army National Guard and was Honorably Discharged in 1965. After a thirty-nine year career in computer and information technology he retired as the Director of Information Technology for the Pennsylvania State Treasury in 2004.
Barry is the proud father of three sons, Lt. Col. David V. Sheaffer, USA Retired, Lt. Col. Matthew A. Sheaffer, USA, and William L. Sheaffer. He has eight grandchildren. He and his wife Suzanne were married in 2006 thereby combining their families including her two daughters and two granddaughters.
He held public office as a member and president of the Dillsburg Borough Council and as a member of the Northern York County School District Board of Education. In 1999 he received a Governor’s appointment as Emergency Management Coordinator for Dillsburg Borough; a position he no longer holds.
As a member of Saint Paul’s Lutheran Church he has been a member and president of the Church Council as well as a member of various committees. He is currently president of the Northern High School Alumni Association and also serves as a member of the Dillsburg Center of New Hope Ministries’ Advisory Council.
He holds membership in American Legion Post No. 26 and is an associate life member of South Mountain VFW Post No. 1669, both of Dillsburg.
Barry’s Masonic journey began in 1985 when he was raised to a Master Mason in Eureka Lodge No. 302, Mechanicsburg, PA. He is a member of Steadfast Chapter No. 479, Order of the Eastern Star. Barry is a twenty-five year member of the Valley of Harrisburg Ancient Accepted Scottish Rite and has been a member of the Harrisburg Forest Tall Cedars of Lebanon since 1992. In 2002 he served Harrisburg Forest as Grand Tall Cedar. He is a Life Member of the Tall Cedar Foundation and the Tall Cedar Key Club. He is an active member of his Forest’s Clown Unit and has served on various Forest committees. Barry served as Deputy Supreme Tall Cedar for District Eleven in 2005, 2006 and 2007 and Supreme Director for Region 3 from 2009 to 2011. He is currently serving as the Junior Deputy Supreme Tall Cedar.
