Hap is a native of Harrisburg and graduated from William Penn High School. He served in the United States Navy aboard the USS Franklin D. Roosevelt. He joined the City of Harrisburg Police Department where, in addition to receiving intense police training, he attended the FBI Narcotics School in Washington, DC, and spent some time in drug enforcement. He later joined the Swatara Township Police Department where he retired
 

after 28 years of dedicated service. Hap also served part time as a Dauphin County Deputy Coroner.

Hap was raised in William S. Snyder Lodge No. 754 A.F. & A. M. in 1983. He has served as the Steward, Pursuivant and is currently Chaplain of his Lodge and Guides during the conferring of degrees. He is a member of the Harrisburg Consistory, The Scottish Rite, Valley of Harrisburg, and 32nd degree. He is a member of the Zembo Shrine where he is a member of the Police Unit, The Legion of Honor, The Golf Unit, The Luncheon Club and the Stewards B Club.

Hap is a Past Grand Tall Cedar of Harrisburg Forest #43, TCL and was named Grand Tall Cedar of the Year in 1998. He has been President of the Ranger Unit, President of the Home Association, Chairman of the Cedars Grove Rentals and Chairman of the Pancake Jamboree. He also served as a Forest Trustee. He is Chairman of the Golf Unit, The Children’s Christmas Party, the Children’s Easter Egg Hunt, The New Years Eve Party, and serves as the Chief Steward at Cedars Grove. In addition, he is a member of the Auto Unit and the Clown Unit.

Hap’s Supreme Appointments include, Judge of Elections for 2 years, The Administrative Committee for 4 years and Chairman of the Tall Cedar Foundation Board of Directors for 4 years. As the Foundation’s Chairman, Hap made it his mission to actively promote the Tall Cedars’ Charitable Objective, funding Muscular Dystrophy Research, to the Cedar Kingdom.
Hap also served the Supreme Forest for 2 years as Supreme Director of Region #3.

Hap is currently serving as the Secretary of District 11 Officers and Past Officers Association and is the 2007-2008 President of the Key Club.

Hap’s Community involvement includes:

Member of Linglestown United Methodist Church, where he is on staff as the Minister of Security, Head Usher and Past Trustee. He served the American Red Cross as a Volunteer First Aid Instructor for many years He was a Volunteer Fire Fighter, Camp Curtin Fire Company #13 and is a Life Member of Blue Knights International Law Enforcement Motorcycle Club, PA Chapter 5 Member of the Fraternal Order of Police and Retired Police Officers Association

Hap and Rose Ann are happily married for 35 years and both enjoy Tall Cedar Fun, Frolic and Fellowship. They have 3 Children and 2 Grandchildren. He travels the Cedar Kingdom extensively and enjoys talking to everyone about Tall Cedars.
